Single-user/Individual: The email associated with billing is assigned as the licensed user of the PDF Pro application.    Multi-User: There is an administrator who assigns the licenses to end users.

Absolutely.  Upgrades to your account will charge the difference between the plans during the current billing cycle, downgrades will apply starting at the next billing cycle.   

You can go from a single user account to a multi-user account, but not the other way around.
